What is the International Convention for the Suppression of the Financing of Terrorism (FTT)?

The International Convention for the Suppression of the Financing of Terrorism (FTT) is an international treaty created in 1999 by the United Nations General Assembly in response to the global threat posed by terrorism. The treaty aims to criminalize and outlaw the financing of terrorist activities and to prevent terrorist groups from accessing financial resources. The FTT requires all signatories to criminalize the intentional financing of terrorist activities or associations, including indirectly providing financial or economic resources to such organizations. Furthermore, signatories are required to ensure that terrorist activities are not legitimized or tolerated. The FTT also puts in place measures to ensure that terrorist groups are not able to access or benefit from financial resources. These measures include cracking down on illegal activities such as money laundering and the freezing of assets. Additionally, signatory states must ensure that financial institutions and other stakeholders are not complicit in the funneling of money to terrorist groups. Oregon is one of the countries that have ratified the International Convention for the Suppression of the Financing of Terrorism. The United States also signed the treaty in 2002, though it has not yet ratified it. In Oregon, the state attorney general is responsible for enforcing the provisions of the FTT, including investigating and prosecuting any individuals or organizations believed to be in violation of it.
