What is the International Convention on Economic, Social and Cultural Rights (ICESCR)?
The International Convention on Economic, Social and Cultural Rights (ICESCR) is an international agreement created to promote and protect human rights as they relate to economic, social and cultural situations. The ICESCR was adopted by the United Nations General Assembly in 1966 and went into effect in 1976. The ICESCR outlines a number of economic, social and cultural rights, such as the right to work and to receive equal pay for equal work, the right to form and join trade unions, the right to an adequate standard of living, the right to health care, the right to social security, the right to education, and the right to an adequate standard of cultural life. It also guarantees certain political rights, such as the right to self-determination. The ICESCR has been ratified by 169 countries around the world, including the United States, who ratified it in 1977. In California, the ICESCR is enforced through the California Department of Social Services, which promotes, protects, and coordinates programs that provide economic, social, and cultural rights to Californians. The department is responsible for ensuring that all California citizens have access to these rights, and also makes sure that businesses and organizations remain in compliance with the ICESCR.
