What is the International Covenant on Civil and Political Rights (ICCPR)?

The International Covenant on Civil and Political Rights (ICCPR) is an international human rights treaty that was adopted by the United Nations (UN) General Assembly in 1966. The ICCPR establishes a broad range of civil and political rights for individuals, including: the right to life, equality before the law, freedom from torture and other cruel, inhuman or degrading treatment or punishment, freedom of opinion and expression, freedom of thought, conscience and religion, and the right to peaceful assembly and association. The ICCPR applies to all individuals regardless of nationality, race, sex, language, religion or any other status. States party to the covenant are required not only to respect the covenant’s rights, but also to take steps to ensure their enjoyment by all individuals under their control. North Carolina is a state party to the International Covenant on Civil and Political Rights. This means that the state must comply with the various provisions of the covenant and ensure that all individuals within its jurisdiction enjoy the rights established in the covenant. The state is responsible for making sure that the civil and political rights within its jurisdiction are respected, protected and fulfilled at all times. North Carolina has also adopted numerous laws and policies to ensure that these rights are protected, such as anti-discrimination legislation and police training programs.
