What is the International Convention against the Recruitment, Use, Financing and Training of Mercenaries (CRCM)?

The International Convention against the Recruitment, Use, Financing and Training of Mercenaries (CRCM) is an international agreement created to help regulate the recruitment and use of mercenaries. This convention is a part of international law, and was adopted by the United Nations in 1989 in Washington, DC. The purpose of this convention is to outlaw the recruitment and use of mercenaries, or private military contractors, on any attempt to create an insurrection or overthrow a government. By agreeing to the terms of this convention, states agree to not recruit or hire out private military forces to be used for the purpose of overthrowing a lawfully established government. It also seeks to prevent those groups from being funded, trained, or otherwise supported in any way by any state. The monitoring is done through regular reports from states to the UN Secretary-General, who evaluates the reports and ensures compliance with the convention. Every two years, the UN convenes a meeting to review state compliance, and any issues or violations are discussed at these meetings.
