What is the United Nations Convention on the Law of the Sea?
The United Nations Convention on the Law of the Sea (UNCLOS) is a multinational treaty that sets forth a comprehensive legal framework for the regulation of activities in the oceans and seas of the world. It was first negotiated in 1982 and came into force in 1994. UNCLOS establishes the legal and administrative framework that governs maritime activities such as navigation, fishing, the preservation of the marine environment, shipping, and the exploitation of marine resources. It also contains provisions governing the exercising of coastal State jurisdiction over activities that occur in the ocean, such as the exploitation of mineral and living resources. UNCLOS is important to Virginia because it defines the rights and responsibilities of the State with regard to the oceans around its coastline. This includes providing a framework for determining claims to coastal and offshore zones and for managing ocean resources. It also establishes the right of Virginia to regulate activities such as pollution and conservation in the marine environment. Finally, it sets out the rules for determining which State has jurisdiction over activities in disputed areas of the sea. In short, UNCLOS is an important international agreement that sets out a comprehensive legal framework for activities in the oceans and seas of the world. It establishes the rights and responsibilities of States, including Virginia, with regards to the oceans around their shores.
