What is the scope of the International Convention on the Control of Harmful Anti-Fouling Systems?
The International Convention on the Control of Harmful Anti-Fouling Systems (AFS) is the world’s first global treaty designed to protect the marine environment from the release of pollutants from ships’ anti-fouling systems. In Florida, the scope of the International Convention on the Control of Harmful Anti-Fouling Systems covers the regulation, control, and management of antifouling systems which are applied to vessels in order to prevent or reduce the attachment of organisms to their hulls and other submerged parts. The aim of the Convention is to reduce the release of toxic paints and other materials used in anti-fouling systems into the marine environment. The Convention requires Parties to strictly control the application of anti-fouling systems and to provide public information and education campaigns to raise awareness about the harmful impacts of antifouling systems on the marine environment. It also lays down requirements for the disposal of used antifouling systems to abate their adverse impacts and prohibits the application of TBT-based antifouling systems on ships of 24 meters or more in length. Overall, the scope of the International Convention on the Control of Harmful Anti-Fouling Systems is broad and far-reaching. By adhering to its regulations, Florida is likely to protect its waters from the harmful impacts of antifouling systems, and contribute to the international legal framework for the protection of the marine environment.
