What is the scope of the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation?

The Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation (SUA Convention) is a treaty that provides an international framework for suppressing terrorism and other unlawful acts against ships, persons, and property in the maritime domain. The SUA Convention applies to all vessels on the high seas, in any waters within the jurisdiction of a state party, and any vessel registered in any signatory state. The Convention defines a set of unlawful acts and provides regulations for criminalizing and punishing those activities. The Convention states that anyone who commits one of these unlawful acts against a vessel, or against persons or property on board a vessel, may be subject to arrest and prosecution in any state party. Such acts include hijacking, seizure of a vessel, damage to a vessel, endangering the safe navigation of a vessel, and the introduction of dangerous material into maritime navigation. The Convention also requires states to cooperate, provide mutual assistance and extradition to prosecute those found guilty of any of the unlawful acts, and to exchange information concerning the prevention, investigation, and prosecution of such acts. In addition, it includes provisions for coordination on maritime security, humanitarian aspects, and search and rescue operations. The SUA Convention has been ratified by over 100 countries, including Virginia, and has become a major pillar of maritime security and international law. It is hoped that its implementation will put an end to unlawful acts against the safety of maritime navigation and ensure the security and safety of passengers, crews, and vessels.
