What is the scope of the International Convention for the Protection of Natural Resources and the Environment in the South Pacific Region?

The International Convention for the Protection of Natural Resources and the Environment in the South Pacific Region (SPREP) is a transnational agreement signed in 1994 and ratified by all APEC member states. It was designed to promote sustainable and equitable use of ocean and coastal resources for economic development, resource conservation and environmental protection in the region. The scope of SPREP covers a range of activities, including but not limited to pollution prevention, pollution abatement, waste management and environmental impact assessment. It also covers the conservation and restoration of biodiversity in the region, as well as the preservation of cultural heritage and traditional fishing practices. In addition to the SPREP, California has adopted maritime law that directly affects the use and management of marine resources, including the Marine Mammal Protection Act (MMPA), the Coastal Zone Management Act (CZMA), and the National Marine Fisheries Service (NMFS). Each of these laws introduces regulations concerning the protection of endangered marine species, the protection of habitats, and the management of fisheries. The MMPA, in particular, prohibits the killing, injury and harassment of marine mammals in U.S. waters. Overall, the International Convention for the Protection of Natural Resources and the Environment in the South Pacific Region seeks to promote equitable and sustainable use of ocean and coastal resources for economic development, resource conservation and environmental protection. It is also complemented by a set of laws set forth by the state of California that regulate the use and management of marine resources.
