What is the scope of the Convention on the Regulation of Inter-American Tropical Tuna Fishing?

The Convention on the Regulation of Inter-American Tropical Tuna Fishing, also known as the Torremolinos Convention, was adopted in 1979 by the General Assembly of the Organization of American States (OAS) in order to protect and conserve tuna stocks in the eastern Pacific Ocean. The agreement was modified and updated in 1997. The scope of the Convention includes all tropical tuna species in the waters from the point of Mexico northwards and from the point of Ecuador southwards, excluding the areas that make up the exclusive economic zones of each of the countries in the Americas. The Convention regulates the fishing of tropical tuna by establishing quotas, establishing a monitoring system of the catches, and setting the minimum size of the tuna for its capture. The Convention also establishes provisions for the conservation of the tropical tuna populations, in order to ensure their recovery and sustainability. It creates restrictions on the minimum size of the catches, establishes closed areas of fishing, and sets standards for the treatment of the catches to minimize their mortality. It also establishes a system of monitoring and control of catches to guarantee compliance with the provisions of the agreement. In addition, the Convention also establishes financial measures and the need for scientific research programs to better understand the dynamics of tuna populations and to promote the rational use of these species. Finally, the Convention encourages the participation of all the countries involved in the agreement in its improvement and updating.
