What is the scope of the International Convention on Maritime Search and Rescue?
The International Convention on Maritime Search and Rescue (SAR) is an agreement between states that governs how search and rescue operations should be performed in international waters. The Convention is applicable to all vessels, including warships, and to all persons on board those vessels, regardless of nationality. The Convention defines the scope of SAR operations by outlining who is responsible for the initial response to distress calls and when search and rescue must be initiated. The Convention also sets out procedures for identifying and rescuing persons in distress, the manner in which SAR facilities should be co-ordinated, and the exchange of information between states involved in SAR operations. The Convention obliges states to provide SAR services to all persons in distress in their territorial waters, and to enter into agreements for cooperation with other states for providing SAR services in international waters. States are also obliged to provide information, equipment, and personnel to assist with rescue operations. The Convention also sets out rules on the payment of expenses incurred in providing SAR services, such as the compensation of crew members who are involved in SAR operations. The International Convention on SAR, therefore, is an important framework for ensuring the safety of individuals and vessels travelling in international waters.
