What is the scope of the International Convention for the Safety of Life at Sea?

The International Convention for the Safety of Life at Sea (SOLAS), is a set of international maritime safety laws which applies to any merchant ship which is greater than 500 tons and sailing in international waters. This includes all vessels registered in Washington, as well as vessels from other countries which are travelling through Washington waters. The primary goal of SOLAS is to promote the safety of life at sea by ensuring vessels are seaworthy and properly manned, and by introducing legislation that encourages the avoidance of danger, including the avoidance of human error, and the protection of the environment. The scope of SOLAS is wide-ranging, and encompasses several areas of maritime law. It covers the construction, safety equipment and manning requirements of vessels, as well as the carriage of cargo and the number of passengers they can carry. It also includes provisions regarding navigation, communications, stowage, lading and cargo, pollution prevention and the inspection of ships. SOLAS also sets out rules for fire prevention, life-saving measures, lifesaving appliances, radionavigation and search and rescue equipment, as well as the prevention of collisions. Additionally, it requires all vessels to be covered under a liability insurance policy and requires that the vessel must comply with applicable international trade laws. In addition, SOLAS is monitored and enforced by a number of organizations, including the International Maritime Organization, the United Nations and the United States Coast Guard. The responsibility of implementing SOLAS lies mainly with the individual countries, and the regulations are periodically reviewed and amended in order to keep them up to date.
