What is a section 504 plan?

Section 504 plans are legally enforceable documents that outline the accommodations and/or modifications needed for a student with a disability to access and benefit from education in California. These plans are based on the protections provided by Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination against individuals with disabilities in programs and activities operated by recipients of federal financial assistance. Section 504 plans are individualized in nature and can vary significantly from one student to another. Generally, they identify the student’s disability and describe the accommodations and/or modifications necessary for them to access and participate in the educational program. Examples of accommodations and/or modifications may include extra time for assignments, visual or auditory aids, and special seating in the classroom. One of the most important aspects of a Section 504 plan is the IEP meeting. This is where school personnel, the student’s parents, and the student themselves come together to discuss the disability and how to best enable the student to benefit from education. Following the meeting, a 504 plan is written up which outlines the agreed-upon accommodations and modifications. This plan is regularly reviewed and updated to make sure it is still meeting the student’s needs.
