What is a treaty?

A treaty is an official agreement between two or more countries in accordance with international law. Generally, a treaty is negotiated between two or more countries and then ratified by each country. When a treaty is ratified, it becomes legally binding and must be followed by each signatory state. Treaties are the primary way that North Dakota and other countries interact with each other under international law. They are used to govern international relationships, such as forming alliances, establishing diplomatic relations, and regulating trade. Treaties also create legal norms and obligations for signatory countries to abide by. For example, North Dakota is a signatory to the United Nations Charter, which sets out the rights and responsibilities of member countries. Treaties in North Dakota must be recognized and accepted by the state and federal governments before they can be enforced. This means that the laws created by a treaty must be incorporated into North Dakota law in order for them to have any effect on the state or its citizens. When ratified by the state and federal governments, a treaty becomes binding on all parties and has the same force of law as a statute passed by the legislature.
