What is the International Court of Justice?
The International Court of Justice (ICJ) is the judicial branch of the United Nations. It is located in The Hague, Netherlands. The ICJ is the primary tribunal for resolving disputes between states. It is responsible for deciding disputes that arise between countries, and it interprets and enforces international law. The ICJ is composed of 15 independent judges, who serve nine-year terms. Their decisions have binding force and are generally respected by the international community. The court can issue advisory opinions on legal questions that are referred to it by the UN Security Council or General Assembly. The ICJ is the successor to the Permanent Court of International Justice, which was founded in 1922. Both courts operate under the Statute of the International Court of Justice. This document outlines the court’s structure and powers, as well as the rules that parties to a dispute must follow. The ICJ hears cases involving matters such as international boundaries, war crimes, human rights violations, and trade disputes. It also provides an international forum for negotiations and the settlement of conflicts. In the United States, courts in New Jersey can enforce judgments of the ICJ through the Foreign Sovereign Immunities Act. This act enables U.S. courts to enforce ICJ decisions and to require compliance with them. It also allows for the enforcement of ICJ decisions against parties domiciled in the U.S.
