The International Convention for the Suppression of the Financing of Terrorism (TBT) is an international agreement or treaty that was established in 1999 during a meeting of the United Nations General Assembly. The primary purpose of the treaty is to provide international levels of cooperation in the prevention of terrorist activities by cutting off the funding or resources they need to carry out their plans. Under The International Convention for the Suppression of the Financing of Terrorism (TBT), countries pledge to criminalize the act of giving or collecting funds with the intention of using them for terrorist acts. This includes punishing anyone involved in fundraising activities for terrorist organizations, anyone who collects money for terrorist acts and anyone who parts with money knowing that its intended for terrorist activities. The Convention also requires that all countries maintain systems of monitoring of financial activities as well as banks and other financial institutions to prevent transactions involving terrorists. Additionally, the treaty calls for countries to share any relevant financial information they have to assist in tracking down and prosecuting those engaged in terrorism. California has passed legislation which implements the International Convention for the Suppression of the Financing of Terrorism (TBT). This includes establishing requirements that financial institutions within the state are subject to as well as criminalizing certain acts related to the funding of terrorist activities.
