The International Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) is an international law that was created to protect individuals from the cruel and inhumane treatment and punishment they may face in certain situations. The CAT, which was created in 1984 by the United Nations General Assembly, prohibits torture (which is defined as physical or psychological suffering inflicted by government officials or persons acting in an official capacity) in any circumstances. This includes circumstances such as those stemming from war, armed conflict, or similar public emergencies. The CAT also prohibits other cruel, inhuman, or degrading treatment or punishment that does not amount to torture. This includes instances where individuals are forced to do something against their will or are denied certain rights or opportunities. The implementation of the CAT is overseen by the Committee Against Torture which is made up of 10 independent experts. The committee reviews reports on the implementation of the CAT from all countries that have ratified it. In New Jersey, the CAT is enforced in part by the U.S. Department of Justice and the United Nations High Commissioner for Human Rights. The CAT is a vital piece of international law as it helps to protect individuals from inhumane and cruel treatment. By having international standards in place, it allows governments to be held accountable for mistreatment of people.
