What is the International Convention on the Prohibition of Chemical Weapons (CWC)?

The International Convention on the Prohibition of Chemical Weapons (CWC) is an international treaty that bans the use, production, stockpiling, and transfer of all chemical weapons and their precursors. The CWC was implemented in 1997 by the Hague-based Organization for the Prohibition of Chemical Weapons (OPCW). The convention covers munitions, munitions fragments, any equipment or device specifically designed for warfare, as well as any precursors and chemical agents that could be used in making chemical weapons. The CWC requires all signatories to declare and destroy their chemical weapons stockpiles and production capabilities, as well as any research and development related to such activities. Additionally, all countries must report to the OPCW upon becoming a signatory and provide regular updates on their activities related to the convention. All signatories must also comply with the standards and requirements set forth in the convention in order to prevent the possible re-emergence of the development, production, or use of chemical weapons. In California, individuals who possess, develop, manufacture, stockpile, or use chemical weapons and their precursors, or transfer them to another, are violating the CWC. If these activities are determined to have been done with the purpose of promoting war, the individual or organization involved can face civil or criminal liability, depending on the circumstances.
