What is the International Convention on Nuclear Safety (INSC)?
The International Convention on Nuclear Safety (INSC) is a global treaty that was adopted in Vienna, Austria in 1994. The main purpose of this treaty is to ensure the safety and security of nuclear power plants around the world. This treaty applies to all states that are members of the International Atomic Energy Agency (IAEA). The INSC establishes a number of measures that states are required to comply with in order to ensure the safety and security of nuclear power plants. These requirements involve the design, construction, operation, maintenance, and decommissioning of nuclear power plants. The treaty also establishes guidelines for the management of spent fuel and radioactive waste. The INSC also establishes a system of international peer reviews of nuclear safety. These reviews assess the safety and security of nuclear power plants in the states that are members of the IAEA. The reviews are conducted periodically and consist of a written report, as well as an international panel of experts who assess the safety and security of the nuclear power plants. States that are members of the INSC are required to submit a report every three years that describes the actions they have taken to ensure that their nuclear power plants are in compliance with the requirements of the treaty. In California, the local regulatory agency responsible for the oversight of nuclear safety and security is the California Department of Toxic Substances Control. They are responsible for assessing and enforcing compliance with the INSC for all existing and proposed nuclear power plants in the state.
