What is the scope of the International Convention on Load Lines?

The International Convention on Load Lines (ICLL) is a safety and environmental law that governs the construction and equipping of merchant ships. The ICLL is an international treaty adopted by the International Maritime Organization (IMO). It covers a wide range of safety and environmental issues, including the prevention of accidents, the protection of human and animal life, and the prevention of environmental damage. The scope of the ICLL is determined by the type of vessel it applies to. It applies to all vessels of 24 meters in length and over that are engaged in international navigation, or in the transport of passengers or goods. In the US, the ICLL applies to vessels that are flagged in the US and to vessels that are flagged and registered in a country that is a signatory of the ICLL. The purpose of the ICLL is to ensure the stability of a vessel by controlling the draught and the placement of cargo and ballast. It sets out the maximum draught for ships in various circumstances, including in a loaded, ballasted, and light condition. It also prescribes the minimum freeboard required for the protection of the vessel, its passengers, and its cargo, depending on the conditions in which the vessel is operating. The ICLL also sets out the requirements for the strength of the hull and the construction of the ship, and the equipment it must carry. It also sets out the rules for the prevention of oil pollution from ships, and for the safety of life at sea. Finally, it sets out the conditions for enforcement and compliance.
