What is the scope of the International Convention for the Safety of Life at Sea?

The International Convention for the Safety of Life at Sea (SOLAS) is an international maritime law that sets minimum safety standards for the construction,equipment, and operation of ships. It applies to all ships over 500 gross tons, and is enforced by the International Maritime Organization (IMO). SOLAS covers a broad range of topics, including ship construction and equipment, lifesaving appliances and arrangements, fire protection and prevention, navigation, communications, and other areas related to safety at sea. SOLAS also provides for a global approach to safety management, requiring vessels to develop and maintain a safety management system. The SOLAS Convention also sets out minimum requirements for the certification and training of seafarers, and establishes regulations to limit the impact of pollution caused by shipping. SOLAS also provides for a coordinated approach to Maritime Security, ensuring that ships can be monitored, and that regulations and operational procedures are in place to protect the safety of crew, passengers and cargo. In California, marine operators must comply with the requirements of SOLAS in order to obtain a certificate of competency from the United States Coast Guard. The Coast Guard is responsible for the enforcement of SOLAS requirements, and can take legal action if any violations are identified.
