What is the scope of the Convention on the Prevention of Marine Pollution from Ships?
The Convention on the Prevention of Marine Pollution from Ships, more commonly known as MARPOL, is an international treaty established in 1973 to reduce the amount of pollution from vessels into the world’s oceans, seas, and other bodies of water. The convention was developed to regulate the discharge of oil, noxious liquid substances, sewage, garbage, and anti-fouling systems from ships into the water. It covers all types of vessels from tankers and cargo ships to fishing vessels, pleasure craft, and other smaller types of vessels. In California, MARPOL is enforced by the United States Coast Guard and is compulsory for all vessels entering the state’s waters. This means that vessels must comply with the requirements, such as the prevention of oil spills, the treatment and disposal of sewage and garbage, the regulation of emissions of air pollutants and other exhaust gases, and the restrictions of anti-fouling systems. MARPOL covers a wide range of ships and body of water globally, but its provisions are particularly important in California, where it has been an ongoing effort to protect its marine environment, beaches, and coastline. The enforcement of MARPOL contributes to the regulation of water pollution and helps to ensure that vessels are operating safely and responsibly.
