What are the legal requirements for ships entering foreign ports?

When ships enter foreign ports, they must adhere to certain legal requirements. In California, the most important requirement is that all ships must report their arrival in a foreign port to the U.S. Customs and Border Protection (CBP). This can be done either via an electronic report or through a paper report. Additionally, ships must declare any cargo that is being brought into the port, as well as any goods that are being brought out, in order to comply with U.S. and foreign customs regulations.
