What is the scope of the International Convention on Maritime Search and Rescue?

The International Convention on Maritime Search and Rescue (SAR) is a set of international rules and regulations aimed at protecting and rescuing people in distress at sea. It was adopted by the International Maritime Organization (IMO) in 1979 and came into force in 1985. SAR covers all maritime search and rescue activities, from the location of vessels and aircraft in distress, to coordination of rescue operations, medical assistance, and the return of survivors. In general, the Convention calls for search and rescue forces—including both civilian and military—to cooperate in responding to distress calls and carrying out rescue operations. The Convention covers all vessels, aircraft, and passengers or crew who are in distress at sea, regardless of their nationality. It also covers people in distress in and around ports, bays, and other forms of coastal navigation. Additionally, the Convention encourages governments to establish regional search and rescue services and facilities to assist those in distress. The Convention also encourages governments to enter into agreements with other states or organizations to improve the speed and effectiveness of the SAR response. Finally, the Convention states that all SAR operations should be carried out with respect for the principles of humanity, neutrality, and impartiality. In short, the International Convention on Maritime Search and Rescue provides an important set of rules and regulations to provide assistance and protection to those in distress at sea and in coastal areas. This Convention has been a major factor in improving the safety of people and vessels in and around Virginia’s waters.
