What is gerrymandering?

Gerrymandering is a term used to describe the practice of manipulating electoral boundaries in favor of one particular political party or group. This practice is used to gain an electoral advantage over opponents by diluting their voting power. In California, this practice is illegal and in violation of the Elections Code. Gerrymandering is done by redrawing district boundaries in a way that causes an advantage for the party or group in charge of the redrawing. This can be done by packing votes of one group into one district or by cracking them apart in several districts, ensuring that the group’s votes are diluted. Gerrymandering affects the outcome of elections by favoring a particular group or party, even when the population may be divided. The California Supreme Court has been vocal in expressing their disapproval of gerrymandering. They have stated that gerrymandering detracts from the fundamental values of democracy because it allows politicians to choose their voters, instead of voters choosing their elected representatives. California has responded to this problem by establishing the California Citizens Redistricting Commission, which works to ensure fair and impartial district boundaries. This commission is not controlled by any political party and works to ensure the fundamental values of democracy are respected.
