What is the Convention on the Rights of Persons with Disabilities?
The Convention on the Rights of Persons with Disabilities (CRPD) is an international human rights treaty, adopted by the United Nations General Assembly in 2006. This treaty focuses on protecting the rights of individuals with disabilities in all areas of life, including civil, political, social, economic, and cultural rights. The CRPD sets out clear legal standards for how countries should support persons with disabilities and ensure their accessibility to public services, information, and communication. In the United States, the disability rights movement has been lobbying for ratification of the CRPD since 2008. Ratification of the treaty means that the United States would be bound by international law to ensure that the rights of persons with disabilities are respected. While the United States has not yet ratified the CRPD, it did sign the treaty in 2009. In Texas, the CRPD is not currently recognized by state or federal laws. The state does have several laws in place that prevent discrimination against persons with disabilities, but these laws don’t necessarily ensure their full access to services and programs. As such, advocates in Texas are pushing for the passage of the Texas Ratifies the Convention on the Rights of Persons with Disabilities Act. This act, if passed, would bring the state into compliance with the international treaty. With this, Texas would be bound to uphold the rights of persons with disabilities as outlined in the CRPD.
