What is the International Convention for the Suppression of the Financing of Terrorism (TBT)?

The International Convention for the Suppression of the Financing of Terrorism (also known as the Terrorist Financing Convention or TBT) is an international treaty between states that was adopted in 1999. This convention is designed to help reduce the availability of funds for terrorist activities. It also aims to improve cooperation between countries by strengthening laws that can be applied to the financing of terrorism. The International Convention states that countries must criminalize the act of providing funds or other financial services, directly or indirectly, for the purpose of supporting terrorism. This includes providing funds to groups, organizations, or individuals engaged in terrorist activities, or activities intended to prepare for terrorism. Additionally, countries must take effective measures to prohibit and prevent the laundering of terrorist funds through financial organizations. The Convention requires states to take measures to improve international cooperation in order to prevent the financing of terrorism. This includes exchanging information on terrorist activities, sharing technical expertise and other resources, assisting in investigations, and extradition and prosecution of terrorist suspects. In North Carolina, the General Statute §14-288.54 has been set in place to adhere to the International Convention for the Suppression of the Financing of Terrorism. This statute stipulates that any person who knowingly and willfully offers material support or resources to a designated terrorist organization must be guilty of a Class C felony. Furthermore, it states that the financial institution or provider of the funds must report it immediately to the State or Federal government.
