What is the International Convention on the Prevention and Punishment of the Crime of Genocide (CG)?

The International Convention on the Prevention and Punishment of the Crime of Genocide (CG) is an international treaty adopted by the United Nations in 1948. It is legally binding in North Carolina as well as the rest of the United States. The CG seeks to prevent genocide, or the intentional destruction of a group of people because of their ethnicity, race, religion, or national origin. It also outlines measures to punish those responsible for genocide. The CG outlines the definition of genocide and defines it as any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial, or religious group: killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; imposing measures intended to prevent births within the group; and forcibly transferring children of the group to another group. The CG also necessitates that State Parties not only undertake to prevent and punish such acts, but also to itself provide effective penalties for persons guilty of genocide. Furthermore, it requires state parties to cooperate with each other in regard to the prevention and punishment of genocide. This includes extradition, which makes it possible for those who have committed genocide to be brought to justice no matter where they may hide.
