What is the International Convention on Nuclear Safety (INSC)?

The International Convention on Nuclear Safety (INSC) is an international agreement that was created in 1994 to improve the safety of nuclear power plants around the world. It is implemented by the International Atomic Energy Agency (IAEA), and its goal is to ensure safety standards for the safe management of nuclear power plants. The INSC sets out core safety objectives for each signatory nation including preventing accidents, assuring the safety of plant personnel, protection of the environment and providing a reliable emergency preparedness and response system. It requires that each country strengthen its national nuclear safety regulations, maintain an appropriate regulatory authority, ensure the independence of the regulatory body, and promote transparency by sharing information with the IAEA. The INSC also requires each signatory nation to set up programs to provide safety training and education, and to carry out assessments of their nuclear safety standards and the safety performance of their nuclear plants. Signatory nations are expected to regularly review and update their safety standards and practices to maintain a high level of nuclear safety. In Washington, the INSC is enforced by the Washington State Department of Health. The department ensures that all nuclear facilities in Washington are in compliance with the INSC requirements, and it also provides safety training for personnel working at such facilities. The Department also carries out assessment reviews to ensure that all safety standards are being met.
