What is the scope of the International Maritime Organization’s International Ship and Port Facility Security Code?

The International Maritime Organization’s (IMO) International Ship and Port Facility Security (ISPS) Code is an international regulation that was developed in response to the threat of terrorism against ships and port facilities. Its purpose is to establish an international framework for the assessment, improvement, and maintenance of security throughout the global maritime transportation system. The ISPS Code applies to all ships of 500+ tons and to port facilities that regularly receive these vessels. It requires ship and port operators to have a Security Plan that outlines the measures they’ll take to prevent, deter, and/or respond to any security threats. The Security Plan must identify and address any potential vulnerabilities and be regularly reviewed to ensure that security measures remain effective. The ISPS Code also requires ship and port operators to designate a Security Officer to be responsible for ensuring that all security measures are implemented correctly. This person must be trained and certified, and they will be responsible for coordinating with the relevant port authority to ensure that all regulations are being followed. In Virginia, all vessels of 500+ tons must comply with the regulations detailed in the ISPS Code.
